Genesis

Power HR Forum, is the outcome of an innovative approach, where all the Public Sector Undertakings (PSUs) under the Ministry of Power (MoP), Govt. of India (GoI), have come together to address the common issues of interest. The issues of Human Resources (HR) have always been and will be, of paramount interest and responsibility to any organization. And here, as a collective effort of all the power PSUs, recommendary strategies are formulated after discussion on common HR issues affecting the employees and concerning the organizations. Also, each organization gains from each others experience on people oriented issues.


History

There are ten undertakings under the Ministry of Power, GoI which are the members of the Power HR Forum. These are associated with generation, transmission, distribution of electricity, financing of power projects, electrification of rural parts of India etc. The generation sector includes coal based, gas based and hydro. These undertakings include:


1.Bhakra Beas Management Board (BBMB)
2.Damodar Valley Corporation (DVC)
3.National Hydro Power Corporation (NHPC)
4. National Thermal Power Corporation Ltd. (NTPC)
5. North Eastern Electric Power Corporation (NEEPCO)
6. Power Finance Corporation (PFC)
7.Power Grid Corporation of India Ltd. (POWERGRID)
8.Rural Electrification Corporation (REC)
9.Satluj Jal Vidyut Nigam Ltd. (SJVN)
10.Tehri Hydro Development Corporation (THDC)

The forum meetings are scheduled every quarter. The chief of the HR function and other senior functionaries and professionals from above member organizations participate in the forum.



NEED FOR THE FORUM FROM POWER SECTOR

In many forms and through different platforms, the Public Sector Undertakings (PSUs) in power sector have always been collaborating with each other. For example, through' "Power Sports Control Board" PSUs under MoP join hands to promote sports amongst the employees of member organizations. Similarly, many formal and informal interactions are taking place between power PSUs on different matters from time to time, to complement each other's strengths and competencies, including the people practices. To make such interactions more fruitful, especially in the area of Human Resource Development, suggestion came from Secretary-Power Sh R. V. Shahi during a meet of the power PSUs on January 30, 2003, to give shape to such interactions in the form of a formal structure so that the collaborative effort could be more focused, contributing to the overall development of people in the power sector and HR functions.

This has fructified in creation of Power HR Forum in its present form and has hastened the process of sharing each other's experiences and issues of common interest. It is envisaged that the Forum will work towards its vision and achieve its objectives with active participation of all the member organizations.


Objective

The objective of this forum is to provide a platform where issues of common interest can be discussed and member organizations can gain from each others experience.


Mission

The Forum has been set up with a Mission "To aid in the development of Power Sector HR Professionals". The Forum has set itself a Vision of "Identifying the best practices in power sector PSU's, undertake HR policy research and advocacy and set benchmark for others to emulate".
